Gscramble plugin adjustments need to be made

The gscramble plugin works well from what I can see. It scrambles nicely when I initiate it for either a vote or a quick forced scramble. What it's not doing is auto scrambling teams based on whatever parameters it's supposed to be set at. One team can be steamrolling the other for like 5 or 6 wins in a row and the autoteam scramble option never comes up. Also I saw people trying to start a vote for the scramble and it never came up from regular clients. It seems only admins can start a vote for scrambling and/or force a team scramble. So that needs to be fixed, other than that it seems like a good addition to the server.
